The reform of the ESL and FSL devis reflects a sustained, collective movement within the teaching community to better align language education with how languages are actually learned, used, and evaluated. Across Québec, teachers called for a shift away from fragmented, content-driven instruction toward approaches that emphasize meaningful communication, progression, and learner agency. The Ministère de l’Enseignement supérieur responded.
